Norm as a Moral Instrument: Public Shaming and Application of the Agricultural Delivery Law in the Náchod Region (1950–1952)

Abstract: This article explores the relationship between state-imposed agricultural delivery norms and their practical application in the everyday lives of rural inhabitants in the Náchod region during the years 1950 to 1952. The main focus lies on the language and discourse of local newspapers especially the periodical Nová brázda as a tool of social pressure that effectively substituted for formal legal proceedings. Based on qualitative analysis of several dozen articles, the study demonstrates that public shaming of socalled „non-deliverers“ (individuals who failed to deliver milk, meat, or eggs) functioned as a distinctive form of quasi-judicial practice. The goal was not only to enforce delivery quotas, but also to morally discipline the community. The newspaper frequently assumed the role of investigator, judge, and executor often without any legal framework, but under the guise of higher social purpose. The article also traces the shift in rhetorical style between 1950 and 1952: from individualized admonishments to an institutionalized propaganda tool of collectivization. The study thus contributes to the discussion of how legal norms in rural Czechoslovakia were implemented not only through legal instruments, but also via cultural and political practices.
